Sir,
I have the honour to refer to my
confidential despatch of 6th September, 1938, and
subsequent correspondence on the subject of the
report of the Committee to consider anomalies
arising out of the introduction in the Hong Kong
service of new scales of salary, and in particular
to the new scales of salary approved for Senior
Mistresses of the Education Department and for the
Principal, Belilios Public School.

As you are aware, the new scale for the
post of Senior Mistress is a fixed salary of £750,
i.e. the same as the old scale. But it has been
pointed out that promotion of a Mistress on the old
scale to Senior Mistress on the new scale, although
it would not mean a cash disadvantage, would
involve a loss in pensionable emoluments, as
compared with the old scale, unless the officer
concerned were subsequently promoted to the post of
Principal, Belilios Public School. It seems
